Bush administration, concern for loss of civil liberties; change in hospital protocols, nasal swabs for anthrax, post-traumatic stress disorder in patient population, severe acute respiratory syndrome [SARS] epidemic, bio-terrorism; perception of diminishing acute trauma, concern that memory of 9/11 has been misused in the context of military action.
